Efter att ha dödförklarats och varit försvunnen i fem år hittas Oliver levande på en öde ö. Väl hemma förstår Olivers familj; mamman Moira, systern Thea och bäste vännen Tommy, att Olivers tid på ön har förändrat honom. Oliver var tidigare en obetänksam festprisse, som bland annat var otrogen mot sin flickvän Laurel (Katie Cassidy), men nu vill han göra upp med sitt förflutna. Hans vilja att göra rätt stannar dock inte vid de nära och kära. I största hemlighet beslutar Oliver också att ta lagen i egna händer för stoppa den grova brottslighet som präglar hemstaden Sterling. Under sin tid på ön tvingades Oliver till en hård kamp för att överleva och han blev enormt skicklig på att använda pil och båge. Pilbågen blir hans främsta vapen och signum när polisen tar upp jakten på stadens nya, hemliga välgörare. Oliver Queen blir ”Arrow”.
